In this seminar, we will examine the conclusions and recommendations of the West India Royal Commission of 1938-39 – otherwise known as the Moyne Commission after its chair, Walter Guinness, 1st Baron Moyne – which was set up in response to the social and political unrest across British Caribbean in the 1930s. Lord Moyne was accused of involvement in a Swedish financial scandal. The case concerns a now defunct Swedish investment company, Trustor, of which Lord Moyne was made a figurehead director. Moyne was the former Walter Guinness, who had had a distinguished record as a British member of Parliament from 1907 to 1931 and subsequently served as chairman of a number of committees or commissions appointed by the British government. The Moyne Commission exposed the horrible conditions under which people of the British Caribbean lived. It pointed to the deficiencies in the education system, and economic and social problems of unemployment and juvenile delinquency. It also sharply criticised the poor health conditions and expressed concern over the high infant mortality rate. The British government called for an investigation into the causes of the rebellions. The report, known as The Moyne Report after Lord Moyne who headed the commission, was written in 1938.
